Health, Safety and Environment (HSE) management was established unofficially in National Iranian Oil Company (NIOC) in 2000 and officially started its activities in the anniversary of Nationalization of Oil Industry in 2001. HSE develops a new and systematic approach to study the counter effects of health, safety and environmental factors and to systematically evaluate the deficiencies and potential risks in order to provide prevention methods for resolving these problems.

HSE management started its activities in PEDEC under the direct supervision of the company’s managing director to detect and evaluate the potential risks concerned with executive projects. HSE management aims at protecting employees and equipment against risks and establishing and developing the principles of health, safety and environment in the company.

Ministry of Petroleum set up the mission for HSE in PEDEC to prevent any harm to workforce and avoid environmental contamination. It eliminates the bad effects of health, safety, environmental, financial, and non-financial damages in the operations.

  • Objectives

PEDEC established HSE department based on two major and minor objectives.


Major objectives:

  • Making an effort to establish and to develop HSE management system based on oil industry requirements
  • Conducting appropriate planning for meeting the requirements and standards in HSE management in the projects
  • Making an effort to prepare a list of hazards in the workplace and considering different methods to inform the employees of such hazards and the related risks
  • Preparation of HSE procedures and instructions in order to enhance the company’s executive activities
  • Studying the effectiveness of HSE management system on the performance of HSE factors
  • Preserving capital and credibility of the organization in order to continue executive activities


Minor Objectives:

  • Implementation of the company’s active projects based on HSE-related national standards
  • Pinpointing the HSE-related risks and proposing approaches to either eliminate or control them
  • Reducing job incidents and occupational diseases and ensuring safety, welfare and satisfaction among employees in the workplace
  • Adopting modern technologies to decline environmental pollution of the projects
  • Shrinking the costs of HSE-related risks
  • Conducting target-oriented activities and controlling HSE affairs
  • Enhancing the HSE culture at all various individual and social levels

  • Preparation and documentation of HSE policy as a major objective to protect Health, Safety and Environment
  • Preparation and documentation of HSE requirements
  • Updating HSE policy as a major objective to protect Health, Safety and Environment
  • Studying the effects and aspects of environmental activities in operational regions and monitoring the environmental factors in water, air and soil
  • Monitoring the process of preparing environmental impact assessment of projects, risk management, and also exploring the ways of eliminating oil pollution at operational regions
  • Providing the requirements of national and international rules and regulations to be implemented in the projects
  • Measuring the harmful effects of the workplace
  • Making an effort to receive management certifications as well as obviating the existing nonconformities
  • Supervising the company’s projects and reviewing HSE plan and MDP as well as overseeing the implementation of HSE requirement, which have been defined within the project contract
  • Partaking in holding HSE-related conventions and training courses
  • Performing emergency readiness maneuvers to establish HSE culture and to foster emergency readiness of the organization
